MTN R599 router pay as you go special is a ****

MTN is busy advertising a "pay as you go" mifi router special where you get a router and 13 GB of data for R599. I bought that special router at Pep cell and now is more than a week and no data from MTN. I called MTN customer service and they say I must go to Pep and call them from there. MTN is ******** people with the so called special. How come Pep Cell was not trained by MTN on how to activate this data when they put the SIM card into the router as they do. MTN must stop ******** unsuspecting customers. Now, I think I will have to take it forward with a consumers protection agency and advertising authority to stop this MTN misleading advertising ****.
