Mtn please refund me if you dont rica the sim today

Took a wifi contract on the 15-08 and payed and it was delivered 21-08 but today 25/08 the sim card is still not working and Dsv says they have ricad the sim i must sort it out with mtn and mtn says sim is not ricad my problem is i have payed 720 including a pro rata for what when im still not connected,when advertising they said its a plug and play but 10 days later nothing is playing
