MTN not allowing cancellations - against the law?

Trying to cancel my contact and move over to pay as you go. MTN apparently don't allow users to cancel as they simple do not answer the phone.. I've spoken to numerous call centre folk and everyone says all they can do is transfer me to cancellations (who do not answer their phones). ?????????
