MTN may be in violation of ICASA license requirements

I upgraded my MTN contract on Black Friday. Two days ago, the new usage values are loaded and all of a sudden, I could not send any SMS's although I had almost 2000 SMS's in credit, MTN support confirmed that the new contract package "MegaTalk M" have No-SMS's in the package, and the credit has been deleted. It also looks like al the talk minutes has not been transferred either. I have obtained a Government Gazette No: 41613 dated 7 May 2018 which states that the Electronic Communications Act (36/2005) as amended has new provisions that handles with the ********l expiry of previously paid service. Amendment of regulation 8 of the regulation para 8A (1) must receive a push notification of expiry of the SMS's (Which did not happen) and data to roll over Sect 8A(3). The Icasa Authority has made the decision that SMS, Voice, and data roll over notification should be sent Page (19 para 3.4.2.3 ) which also did not happen. I need my SMS's to roll over and if not, I will approach ICASA to review MTN' License compliance
