Mtn legal department accounts

Has the poorest customers service ever when it comes to the legal department.! My account is stuck on legal status despite the fact that the account is paid,all that the call Centre gives me is reference numbers and ticket numbers but nobody can help! Just active my cell number please! How difficult can it be? I even went into one of Mtn stores they have sent the relevant paper work to legal department but still nothing! Twice!
