Mtn legal department

I can't get hold of mtn legal department.. I don't receive any statements and my account was one month arrears i paid it up on 2019-01-08 up until now my line have not been opened. When i call mtn they cant assist me because they dont have a direct number to the legal department.. They even told me that they see my account has been paid up and they don't know what's the hold up.. Can anyone plz assist me in getting hold of the legal department this is really frustrating!
