MTN, is this the year of our lord 1992?

I bought an MTN monthly 6GB data bundle, expecting the usual 4G, +- 5mbps internet speed but instead I'm stuck with 3kbps. Is this your "fair usage policy" which actually means that you have a piece of the technology but you don't have the capacity to handle the traffic while you have the most expensive internet access in the world but do it anyway? Is this "the year of our lord" 1992?
