MTN False advertising?

I have been trying to open a SIM only Month to month deal advertised in the October Yellow trader (Deal # *** CT 06375) since the beginning of October. According to the adverti*****t, you can buy a modem upfront with the deal, but it is not mandatory. I have been to different MTN franchise stores (Riverside Mall and Vaal Mall) multiple times during the month, as well as calling the MTN telephonic sales department, but the deal is not available on their online system. Apparently they are aware of the problem and have logged tickets with MTN but we are now in November, and I am still waiting. I see in the November issue of the Yellow Trader, the deal description has changed in that you do need to buy the modem upfront. I am wondering if MTN was just stalling to wait for the deal, (that was apparently incorrectly advertised in the October issue) to expire so as not to honor it.
