MTN failing to refund me

I have been trying to get a refund from MTN without success after closing my account and paying settlement fees. It looks like it's easier for MTN to collect money from customers than it is to refund them when it has overcharged them. I have contacted them twice now and twice I get a message that my request is being reviewed. The latest message had this reference number 1- ********** 9174. Like last time, it's all I should expect from MTN. Am i going to get my refund or not? That is the question. I am done with reference numbers that come without further communication.
