MTN contract

i have been trying to settle my outstanding balance for my contact with MTN for years now but no one seems to want to help me. i was informed the account is with their legal department who then told me the account has been handed over and when i ask to where it has been handed over to they refuse to tell me. May be is should report the matter to the NCC.
