MTN Airtime *****

Our domestic worker did not have airtime. I loaded R60 for her. Her balance after receiving the SMS that airtime was loaded showed only R30. Then I loaded another R12 to test. Her balance showed R21. What is going on. Is MTN *****ing airtime or what?
