MTN 1T data poor network performance

I have a 1T data contract with MTN, in reporting a network performance problem last week and again this week, MTN have not been able to help me. When doing a network performance test, ping results are really bad at on average 15 sec with up/down link at 2 Mbs.

Why is MTN not able to address this? We only have 1 MTN tower in Weenen KZN, everyone in town that has data is complaining.
