Misrepresentation during offering Fibre options

When we had a rep sell that MTN could connect Fibre infrastructure to our complex in Lonehill, they lead us to believe it would be open access and when they finished the job. they turn around and they inform us that only MTN and the companies they chose can be used. Turns out a deal was struck with the company they asked to broker the signing so that they get free security cameras installed in the neighbourhood, at the expense of any other subscribers wanting to sign up for the fibre to the home packages. Is that allowed, cause all follow ups are leading to people saying the matter is with the competition commission. but till a decision is reached all complexes that signed the agreement are forced to stick with MTN.
