Misled about spec of laptop

I recently accepted a contract over the phone for a laptop. At the time or seems like a great deal.I ask for the specs of the laptop etc and I was specific. I need a lap where the HZ is above 2.6 I asked the question as got a yes from the consultant. I received the laptop and the HZ is 1.1 Not compatible for me to study with. I am really disappointed and would not have accepted the deal because I require a specific specification. Please call me to sort the issue out,I have sent an email and received no response.
