migration fees charged on a upgrade

good day so initially we went for an upgrade on the 11.08.2021 on one device . so initially as per my knowledge an upgrade is for free.so now i contacted their customer service which the lady indicated that i was charged migration fees of R781 on both devices as we were never told about any fees when we asked to upgrade .i need some answers here is there anybody who could actually give me advice
