January makes mtn charge people for Sim swape

My dad went to mtn protea gardens in soweto, to make a Sim swape, and they told him he needs to pay R30 for Sim swape, since from when do you charge people for Sim swape, like really I know it's January but you can't be charging people for, stuff that are free
