Insurance claim

Over the weekend my brothers car was broken into by using the remote jam procedure, that we all were warned about so many times. Meaning everyone knows about the procedure. My brother picked my mom up after a holiday and my mom's purse and luggage was in the car. Also in her purse was her phone. When she tried to use her insurance with MTN to get a new phone they declined, saying that there is no evidence of forced entry. My mom even provided an affadavit and still they declined. Why do we even pay insurance if they just go and decline it?
