How is credit rating done?

Filled in an online application and had a consultant call me back. I apparently only qualify for a R400 sim card with data. On querying how the credit rating work, there was no explanation as the systems determines this. I like to think that I earn above average. More embarrassing, my **** qualifies for a higher credit rating and package. Would simply like an explanation on the rationale for the limit.
