given a phone that is not working

I went to Mtn as they said they have given my matter to the manager Paul. I still found no peace on this matter, Paul said I must pay R330 because the claim has been rejected and not that the phone is fixed. I really feel that Mtn is robbing me. Had a phone for 15 days and they cannot fix or replace it.
