Forfeit of monthly allocation balance

My current contract makes provision for the allocation of data and airtime on a monthly basis. What I cannot understand is that if I do not use the entire allocation it is not carried over. Surely you should be entitled to the balance.. I feel that I am being ****** of what is justly mine. Why do I forfeit the unused balance?
