fix my line

please fix my line, my account was suspended earlier this year, due to financial difficulties i was unable to pay, in May I paid it up to date, my line was reactivated everything was sorted, however i cannot make outgoing calls since then, I have been called the call center they said that there is no barring on line, i visited the shop they tested it and even put a different sim in my phone and my phone worked, they said that the network needs to be reset, i enquired again with the call center and still its not been resolved they say everything is fine on their side, then a lady emailed me with a form to fill, that form is for network coverage, something i do not have a problem with, she said she will get back to me but 1 weeks later no response, reference number- [#***], and now this month i cannot send SMS it says failed, but i have like over 100 SMS left, please sort my line out urgently,
