Empty promises and bridge of CPA

Mtn has external sales company doing thier online applications for cellphone contract a sales person assisted me and advised I qualify for iPhone 7 advised consultant to continue with application where he said the phone will be delivered in the next 10 working days I did a follow up on Friday spoke to friendly gentleman who advised that he will do a follow up in regards to my application said the same thing phone will be delivered to 3-10, working days he'll call me back today in regards to delivery samr day I received a message " Dear Valued Customer; your recent application with MTN has not met our criteria and we are therefore unable to proceed with your request." But a few days ago a consultant congratulate me for being a client please advise what hypocrisy is that saying one thing then sending me a message like that and no fall from the consultant either baadddddd service one minute approved the next declined not even the word provisionally approved it was a done deal "CPA needs to step in"
