Does MTN charge customers for a SIM swap?

I had a damaged MTN Sim card and on 30/07/2020 I visited the MTN Parkstation branch in Johannesburg for a SIM swap. I was advised to go buy a new SIM card outside. I was then charged R20 for the service of which I do not think it's regular practice.
