Complaint about new repaired iphone13 phone

I went to MTN tubatse crossing L68 store to add two more MTN contracts and I took two contracts with two cellular phones iPhone 11 and iphone13 To my shock iPhone13 did not work and instead of being replaced they booked it for repairs as new as OBF (Out Of Box Failure) to my knowledge
