Cell not on roaming when it is supposed to be

My friend was told by mtn that her Msisdn is on roaming. She is now in San francisco and her msisdn is not on roaming. This needs to be sorted ASAP. It is a huge inconvenience!!!<br> <br> She is unreachable. I have included my cell as the account number and her number as the mobile number.
