Cant get service through email and call center

Sent an email and was referred to call135. This call center line service is very poor. 1st I held on for 8mins and the agent had a lot of background noise. The phone cut or was dropped I don't know. I called back and this time held on for 17m when the phone was eventually answered the agent told me to call back in an hour or so the system is offline. I asked to leave my details for a call back the agent said she can only receive calls, I asked for email she kept quite and then the call was cut, again.
