Cancelation of contract, no assistance

Have been trying to cancel account, holding the line for up to 45 minutes at a time, with no assistance. But they call me constantly with new contract offers, and as soon as I tell them I have been trying to cancel my current contract, they just advise me back to the number for cancelation which no one ever answers or assist
