Call Centre - pick up the damn phone!!!!!

I was overseas when my cell phone service was suspended. I was not even aware that I had a limit on my account. Been trying to call the call centre for a week now on 808 to try and speak to an operator. But I get CUT-OFF everytime. Please help....I've made over 20 calls to no avail.
