bad service and incompetence

I had sent the phone to Edgars for a scroller problem on Feb 02 2015 received no feedback until 15 march 2015 , wen to edgars they say I must phone mtn repairs of which I did bt phone went unanswered I emailed and then they said , the problem is a water damage and I msut pay R330.
but they were supposed to inform me and tell me about the charges involved and send a quotation that I was supposed to decline or accept
None of that was done for a month going to 2 months I have received no feedback until I had to email , this is highly unacceptable and I take it that they are ******* as they did their own things without telling me and now I must pay without even having had a quote of the damages etc an are refusing to send back my phone
I took the phone and was told it was under warranty and I will not be liable for charges they found out I would be liable for charges why was I not sent a quote and agreed or decline it ?? MTN must Sort out their issues and give me my phone since they cannot fix my problem that I had stated on the scroller . My ref number is *** from MTN repairs
