Bad /Horrible Customer service

I have signed for a contract online, i have received my router yesterday, i handed all documents required to the courier guy, including proof of address. My sim card it's not active, i have called my 37 times, no one can help me. I'm now frustrated. Apparently my sim card is not rica registered, but one can register it for me. What's next?
