Voucher not equal to money deducted....

Mr D cancelled my order and gave me a voucher via email for R190. When I used the voucher number it was only R170 which is short as the deducted more than R170 when my order was cancelled. I have sent emails regarding this to no avail.... R20 x 2=R40 which I did not have to pay....This is theft in my eyes.......
