Unfair Halloween Promo

I signed up for a promotion a colleague convinced me for Halloween which was sent a day before Halloween for new users but upon registration i found out I'm not eligible for the promotion because i needed to be registered before the mail for the promotion was sent meaning was lying and is sending promos no one would be eligible for.
