Order not delivered

I placed an order through Mr Delivery and paid for the order via card, the driver got to the wrong address and tried to call me of which I was at work and couldn’t answer, I called the driver back to tell him where I am and he told me he is not coming there. In my mind I am telling myself that I will get a refund for the food and not for the delivery fee to my surprise Mr delivery is saying it is my second offence so I will not get a refund bare in mind that the first offence is when the restaurant couldn’t deliver because of load shedding this is honestly ridiculous. I‘m going to start paying with cash from now on.
