Order mess up

So I placed an order with Mr. Delivery for Steers, spoke to the manager who placed an incorrect order where she charged me for burger chips and drink separately where she should have ordered the combo meals and I would have paid cheaper. Secondly, I call to query the order before it arrives and she says it was my mistake as I was not clear about what I wanted. Then eventually the driver rocks up her with 1 meal short.

So I call her back and query what needs to happen she advise me it is not her fault nor her problem she will all Steers to find out what happened and then get back to me in the next 10 min.... 20 min later I call her to find out if I will be eating or not she says the driver checked the package according to the cameras and everything was there and she will ask the manager of steers to call me.

When I spoke to the manager of Mr. Delivery she shouted over m and did not allow me to speak finish nor did she want to hear anything I said and stuck to her story, telling me she is "just" the manager and she needs to take it to her area manager who is also "just" the area manager. Who the hell do I then speak to get a service I paid for??????
