Mr D dishonest and not open to resolve matters

Mr D takes advantage of users not being able to dispute orders. My children ordered food from their hostel, paid in full but didnt receive the order correctly. Now Mr D doesnt want allow me as the adult to attend to the query. Children are not able to sort this out. Needs to be dealt as adults. I need to figure out of Mr D stole from the kids or the restaurant but unable to do so. Some is dishonest!!!
