MR D cancelled my order and told me i will not get my refund

Mr D cancelled/did not deliver my order and a few minutes later they sent me an email saying they are investigating. In my mind i was confused as to my they just don’t deposit my money back just like Uber Eats. Hours later they are telling me they cannot refund me whereas they never delivered anything to me. The agent emailing me is Lizél D.
