Is it theft or not, paying full price for half empty cold drinks and no change mhhhh?

Half the coldrink wasnt in both coldrinks and after paying the driver he said he doesn't have change for a simple 100 rand he only needed to give me 20 rand change and drove off with my 100 rand just to come back and interrupt my eating with hooting at me just to collect my change I was trying to enjoy my meal I didn't want to finish eating my food after that thanks and I asked him have change next time and he was having a attitude saying oh how must I have change like it's an alien thing that nobody has ever seen before and can't actually acquire before the day starts great job going to war with a firearm with no bullets might as well throw them with your shoes and my coldrink was half empty for both of them.
