Drivers and their vehicles are unlicensed

Drivers do not have valid licences for their vehicle or themselves. Which means they are *******ly on the road. This has happened atleast 30 times over the past few months. Every time I put a complaint through. The driver management team at the century city area is meant to help and does not have this resolved. I live in a security monitored complex and these people are not allowed to get in because they can't be verified. This is then a security threat. These people don't even have drivers licences with them or valid car licence disks. How are they allowed to be on the road? This has been going on for over 3 months in the milnerton area.
