Cancelation of order should equal reversal of funds

I placed an order using a promo code and added notes for delivery which was not followed by the driver and packing team. Delivery failed as a result and the order was canceled and the funds not reversed but put in my wallet, I now have to do a request to receive my money back within 3-5 working days? Isn't cancelation equal to reversal of funds? So they don't fulfill the order but get to keep my money in their so called wallet? Why don't re-attenpt delivery if they want to keep the money. I unfortunately can't place the order again from my side since the promo has expired.
