Bad service by Mr Delivery

I ordered food from KFC which was supposed to be delivered by Mr D,,On the app it said delivered while I did not receive the food, When I called the driver he said I took long and he left. When I lay a complaint I'm now told that I should have done that within 3 hours which is new to me, I paid and where is my food.
