2 short deliveries, no refund

Im starting to get very frustrated. When your orders are short and you log a query. You get standardised emails back. The new one states that they will get back to you in a half hour. A half hour was yeaterday. Today I get the same email. This is the 2nd time this year that I cannot get a straight answer for a refund. And there number *** isnt helpful at all.
