Formal Complaint VW Lindsay Saker Edenvale

I would like to lay a Formal complaint against Lindsay Saker VW Edenvale . I bought a vw polo tsi and . The company is working with matrix tracker systems . A tracker was installed in my car and when i called the insurance they didnt approve matrix so . They had to remove it. On my contract i was charged R8573.15 . Only to found out that matrix was paid lesser amount and they refunded. Back every single cent . But VW Lindsay Saker. Took R2100. And when i ask what is it for im not getting any answers the manager keeps on avoiding me . Because i dont remember VW installing tracker systems. So i want my Full refund back . This has took more than 6 months . Thanks Mr Y Soci.
