Vehicle finance declined

I bought my brother inlaw a car on my name in August 2022. He has been paying me R9400 for the car anf has not skipped an installment. He is working as a driver and get commission and wages. I am trying to transfer the car on his name. We have put an application with all the banks, they are declining. The banks are cruel when it comes to low income earners. I understand the risks that comes with loans, but this is a vehicle finance, if he doesn't pay, the bank will repossess. All i am asking is for you to consider giving him credit. All the income that he is making is going to his account. He has been paying the car well. I now need to transfer it on his name. I am pleading for you to assist him. He will not be able to grow if his finance applications keep getting declined.
