Unacceptable service

Requested and paid for transfer of ownership documents. Confirmation of payment email received, stating "Please note that your ownership change request has been processed" and that turnaround is 7-10 working days. Nothing received after 3 weeks & now I am told there was a delay in transfer of ownership and they have not yet dispatched the documents... Dealership have a buyer for the vehicle, but cannot continue with sale!
