Struggling to get change of ownership papers

Help needed from a legal expert. I wish to know if Motor finance corporation have any rights to withhold change of owner documents for a vehicle that I paid up so many years ago. I tried reaching out to them but I was sent from pillar to post and then gave up, and the so cold legal department is *********** and doesn't seem to know their story. I have asked them on several occasions on what grounds are they withholding change of ownership papers for a car that I paid up a longtime ago never got answer and still waiting.

I have dispute with them for another contract signed separately, personally I think they are behaving like Mafias. I have since sold the car and now struggling with change of ownership when I don't owe them a single cent.
