Refund request

I have been in contact with the MFC department collections and the complaints and no body gets back to you or assist in your query... it's been months I haven't received an approval which they stated my reduced installment which I was promised was approved and now a full premium has been going off and no refund has been received when I ask for assistance no body gets back to me and calls get dropped .....
