Not receiving ownership papers

I am extremely annoyed; I paid my bike finished on the 3rd June 2022. All documents they wanted has now been sent through 4 times via emails with multiple calls to them and still up until today, I do not have my papers for my bike. Every time I call there is some problem, and the papers has not yet been sent. With every call it’s another 7-10 working days waiting period. The latest is that the paid-up letter was not drawn up so the department that must release my paper didn’t and closed the request because they do not have the paid-up letter. This is completely unacceptable and again no one is held accountable for not doing their work so this will continue indefinitely
