MY ACC IS PAID BUT MFC REFUSES TO PROVIDE ME WITH MY REGISTRATION PAPERS!!!

I am extremely annoyed as I have been trying to get my original car registration papers from MFC for a year now with no luck. Every time that I phone, I get told that the papers are with a dealer in Edenvale and they are trying to get them back. The dealer requested them in error and now refuses to return them. MFC keeps promising me that they will get them back from the dealer as I live in Cape Town since 2018. The dealer has never been in possession of my car. I WOULD URGENTLY LIKE SOME HELP WITH REGARDS TO GETTING MY REGISTRATION PAPERS BACK. I have spoken to a number of dealers here in Cape Town and they insist that it is ******* for someone to request car papers without being in possession of the car.
