Help or no help?

I lost my job 24 Feb this year and eversince then trying to make arrangements with MFC, ive been in email contact and have sent all documents required to them, however telephonically ive been harassed daily and today recieved a warning letter. How can you offer to help on the one hand and threaten and harass with the other?
