Bad with handling arrangements

How does this bank work when you make an arrangement with them they don't want to hear what you are saying all they what to is to hand over the account. I have one month outstanding am asking them that I start paying at the start of May they are saying they can't all they can do of is to hand over the account. It's not like am saying that am not going to pay am saying I can only pay at the start of May not this month
